Zambia Gender and Energy Mainstreaming Strategy 2011 -2013

The Department of Energy (DOE) in the Ministry of Energy and Water Development of Zambia commissioned a report on a strategy for mainstreaming of gender concerns into energy policy. The resulting report authored by ENERGIA consists of the following parts:

  • A gender analysis of national level energy policies, structures and procedures in Zambia. It has developed a gender mainstreaming strategy and action plan that outlines the steps that the DOE and selected stakeholders need to take in order to mainstream gender in the energy sector in Zambia.
  • A gender mainstreaming strategy that will provide guidance for the DOE and some stakeholders in the energy sector on how to ensure the different needs and roles of women and men in the communities will be observed and integrated into its policies and activities.
  • An Action Plan which outlines steps to mainstream gender in the energy sector and provides guidance to the DOE on how to implement the strategy within a given time frame.
  • A note for the Central Statistics Office (CSO) on gender disaggregated data on energy issues.

The main findings of the gender analysis were:

  • Most projects implemented in the energy sector have not mainstreamed gender because gender is not factored into the design of the projects. As a result most of the projects have not addressed the specific gender needs of women in relation energy.
  • Among other conclusions, there is a need to value and consider women’s role and contribution to national development through their various small scale and backyard economic activities, and develop policy and projects to support these efforts using various energy options.
  • However, it is difficult to measure or value women’s role or to identify women’s specific needs due to a lack of data on the same. Most information on energy is given in general e.g. 70% of the population use energy based on fuel wood. There is need to know how many men and women make up the group and what are the different ways in which the energy is used, the source and for what purpose it is used,
