Zambia Gender and Energy Mainstreaming Strategy 2011 -2013
The Department of Energy (DOE) in the Ministry of Energy and Water Development of Zambia commissioned a report on a strategy for mainstreaming of gender concerns into energy policy. The resulting report authored by ENERGIA consists of the following parts:
Capacity Building in Energy Efficiency for Households and Forum for Energy Service Providers. Zambia, 2010.
The Zambia Gender and Energy Network received funds from the ENERGIA International Network which were used to implement a capacity building programme for households and energy service providers in 2010. Two workshops were conducted for households and energy service providers in Lusaka on 1 -3 September and 14 October 2010, respectively. The aim of the capacity building programme is to assess the current energy and energy efficiency awareness programmes undertaken by the major players in the provision of energy services at the household level.
Networking Strategy for the Zambia Gender and Energy Network. 2010.
The Zambia Gender and Energy Network (ZGEN), the National Focal Point organization, is housed at the Department of Energy under the Ministry of Energy and Water Development. The network’s overall objective is to “engender and empower” women so that they play an active role in energy planning and decision making. In 2010 ENERGIA supported ZGEN in a seed funding project aimed at strengthening the network and increasing awareness to the network and to gender and energy issues.

Network Goals
- To sensitise women and men on available types of energy sources and options.
- To facilitate energy switches from traditional to cleaner and more efficient energy sources.
Activities
- Conducting a household energy use survey in 2005 in low- income townships in Lusaka, with support from SIDA. This survey has provided a basis for programs to improve the energy situation in these areas, such as the improved cookstoves distribution by the Department of Energy and ProBEC.
- National workshops/meetings such as:
- July 2006: Convened a national consultative workshop on behalf of ENERGIA to prepare for the 15th Commission on Sustainable Development (CSD-15) of the United Nations.
- December 2006: Convened a National training of trainers’ workshop for 5 days and 10 participants were trained and received certificates and they have implemented their action plans for training in gender and energy in their various organisations. The trainees are still being monitored by the working group to ensure that their action plans are implemented.
- February 2009: feedback on the action plans undertaken by participants in the 2006 TOT and workplan for the network.
- The Working group meets on a regular basis for updates on what is happening and also to respond to issues which are raised by the Trainers who were trained.
- ZGEN has published feature stories in the local newspapers and has published a brochure on the network.
Established in 2000, ENERGIA Africa is a network of men and women whose common goal is to create equal opportunity and access to relevant energy resources for the poor.
