Senegal: mainstream gender in rural electrification and biomass for household energy

Current situation:

  • Electrification rate: 17% of rural population have access to electricity.
  • 50% coverage as target for 2012.
  • 45% of primary energy demand consists of charcoal and biomass, 40,000 ha of forest lost each year to biomass consumption.

Gender mainstreaming:

  • PERACOD (GTZ/Government of Senegal project) has 3 components that will mainstream gender:
    • Rural electrification with utility through 960 household PV systems & 120 village mini-grids (ERSEN). 32 PV systems have been installed to date.
    • With forestry ministry, domestic energy supply (community forest management & charcoal trade) and use (support to production and sale of improved stoves) (FASEN) – 50,000 stoves since January 2007.
    • Support to develop energy policy on renewable energy.
  • Gender fieldwork planned in 2 villages (1 ERSEN & 1 FASEN).
  • Main goal is to engender the monitoring and evalusation plan for this 15-year programme.
  • Also, in the rural electrification component ERSEN, to strengthen women’s participation in the sub-component stimulation of productive uses for the development of income-earning activities. 
  • Gender expertise being provided by ENDA-TM.
