			<title>Bridging the Gender Gap for Development Effectiveness in the Energy Sector A Policy and Practitioners Meet </title>

			<content:encoded><![CDATA[<p><span lang="EN-GB">With two of the Millennium Development Goals (MDGs) focussing on issues that concern women, attention to gender dimensions has emerged as a recurrent issue in development discourse. Concurrently, energy is increasingly being referred to as the ‘missing MDG’ that also influences how countries perform on all MDGs. There is evidence emerging slowly but conclusively that increasing access to modern energy services in a gender responsive manner can empower women and at the same time, enhance development effectiveness as a whole.&nbsp; As such gender is a central issue in the 2012 &quot;<i>International Year for Sustainable Energy for All</i>&quot; (Sustainable Energy for All), designated by the United Nations General Assembly, in recognition of the importance of energy access for sustainable economic development and supporting the achievement of the MDGs. </span></p>
<p><span lang="EN-GB">ENERGIA, the International Network on Gender and Sustainable Energy, which is a member of the “<i>Sustainable Energy for All Practitioners Network</i>”, was pleased to host a “<i>Gender and Energy Policy and Practitioners Meet</i>” on 12-13 December 2011 in Amsterdam, the Netherlands. This meeting was part of the process being taken by civil society organisations to prepare for 2012. The Practitioners Meet, supported by Swedish International Development Cooperation Agency (Sida), brought together representatives from governments, utilities, and financing institutions, the private sector, NGOs and donor agencies working on gender and energy issues <b>(<a href="fileadmin/files/media/DropBox/ENERGIA List of Participants.pdf" title="ENERGIA List of Participants.pdf (2.9 MB)" >see participants list</a>)</b>. It aimed to inform policymakers and development partners about strategies to integrate gender concerns in energy policies and programmes in a more systematic and cost-effective manner.</span></p>

<p><span lang="EN-GB">This module shared experiences on integrating gender in energy and climate change policies and energy sector institutions in developing countries. In particular, it presented ENERGIA’s ‘gender audit’ approach and its experience in different countries; how ENERGIA has built the institutional capacity of utilities and ministries to engender energy sector policies and implement gender mainstreaming strategies. In addition, the experiences of UN Women in using gender budgeting within local government planning processes was shared as a best practice that is currently missing in the energy sector.</span></p>

<p><span lang="EN-GB">This module illustrated the “state of the art” efforts within the donor community and global alliances to respond to international commitments on gender equality. Case studies were presented to demonstrate concrete efforts taken in response to requests from development partners for gender mainstreaming in bilateral/multilateral energy programmes. In addition, it will showcased what tools and resources have been effective in mobilising stakeholders in global platforms, and how contributions from various groups of stakeholders, central and local government, private sector, NGOs- can maximise impacts of energy sector interventions.</span></p>

<p><span lang="EN-GB">This module share d experiences of financing mechanisms that have successfully delivered modern energy services to poor women. The case studies demonstrated successful experiences with energy-based women-led enterprises and self-employment initiatives; illustrated what kind of strategies including technical training, business development support, financing and credit mechanisms, and technical advice are effective in encouraging women to become energy entrepreneurs and energy service providers; and demonstrated what impacts these have had on women’s livelihoods and their families.</span></p>

<p><span lang="EN-GB">This module shared ENERGIA’s and other experiences in capacity development and in strengthening national level networks. The case studies demonstrated how these efforts have influenced national policies; helped to engender public bodies and NGOs working in the energy sector; and contributed to improving the access of individual women to energy services. It also showcased experiences specifically focussed on mentoring, training and networking among professional women working in energy institutions.</span></p>

<p><span lang="EN-GB">In conclusion, the Practitioners Meet looked to the future and what should be the next steps for gender mainstreaming in the energy sector. The discussion is set within the context of the two most important events on the energy agenda in 2012, “The International Year of Sustainable Energy for All” and “The United Nations Conference on Sustainable Development” (Rio+20) that are being organised at the highest possible level to secure renewed political commitment for sustainable development. ENERGIA was ill also be pleased to present its own contribution to Energy for All and Rio +20, as one of the facilitators of Women as a Major Group and a synthesis of the meeting presentations and discussions. </span></p>

			<title>ENERGIA’s Role in Gender Mainstreaming in Norway’s Energy and Development Activities</title>

			<content:encoded><![CDATA[<p><span lang="EN-GB">Norway places a strong emphasis on women and gender equality in its foreign policy and development cooperation.</span><span lang="EN-GB"> </span><span lang="EN-GB">With respect to gender and energy linkages,</span><span lang="EN-GB"> </span><span lang="EN-GB">Norad’s Action Plan for Women's Rights and Gender Equality, which was launched in 2007, emphasised the importance of gender sensitivity in energy as one of the five priority areas for Norwegian development cooperation:</span></p><ol><li><span lang="EN-GB"><span><span></span></span></span><span lang="EN-GB">ensuring that both women and men participate at all levels in the management of natural resources in partner countries; </span></li><li><span lang="EN-GB"><span><span></span></span></span><span lang="EN-GB">contributing to the creation of jobs and livelihoods for both women and men; </span></li><li><span lang="EN-GB"><span><span></span></span></span><span lang="EN-GB">supporting sustainable, safe energy solutions that ease women's work burdens and improve their access to health services and education; </span></li><li><span lang="EN-GB"><span><span></span></span></span><span lang="EN-GB">supporting the development and use of clean energy solutions, such as solar energy; and</span></li><li><span lang="EN-GB"><span><span></span></span></span><span lang="EN-GB">promoting the active participation of women in decision-making and implementation processes. </span></li></ol><p><span lang="EN-GB">To implement the Norad agreement, ENERGIA has pulled together a consortium of experts representing some of the best available knowledge and experience on gender, clean energy and petroleum fuels (internationally and in specific countries). </span></p>
<p><span lang="EN-GB">The consortium is managed by ETC, the ENERGIA network’s host organisation. Some of the services expected to be provided to Norad, Norwegian Embassies and development partners in priority countries include:</span></p><ul><li><span lang="EN-GB"><span><span></span></span></span><span lang="EN-GB">developing and implementing Gender Programmes, with gender-responsive baseline data and results frameworks</span></li><li><span lang="EN-GB"><span><span></span></span></span><span lang="EN-GB">conducting gender audits and gender budgeting of energy policies, and reviews of legal and contractual frameworks, environmental regulations and guidelines</span></li><li><span lang="EN-GB"><span><span></span></span></span><span lang="EN-GB">facilitating organisational assessments and developing gender strategies and training workshops for development partners</span></li><li><span lang="EN-GB"><span><span></span></span></span><span lang="EN-GB">contributing to international, regional and national<span>&nbsp; </span>conferences and gender aware communications strategies </span></li><li><span lang="EN-GB"><span><span></span></span></span><span lang="EN-GB">developing a body of <b><i>best practices</i></b> that demonstrate how gender-specific impacts and outcomes can be generated in clean energy and petroleum projects. </span></li></ul><p><span lang="EN-GB">ENERGIA started off with a gender analysis of Norwegian development assistance to the energy sector and a gender and energy training seminar targeted at female professionals from partner institutions of the Norwegian Water Resources and Energy Directorate. </span></p>
<p><span lang="EN-GB">At the country level, so far ENERGIA and Norad have worked together with governments on integrating gender sensitivity into Norwegian development assistance initiatives in Mozambique and Timor-Leste, putting together a gender action plan for rural electrification projects in Uganda, and an action plan for the Norwegian Water Resources and Energy Directorate’s programme in Liberia.&nbsp; </span></p>
<p><span lang="EN-GB">In terms of knowledge sharing and advocacy, ENERGIA has provided Gender and Energy Background Paper Case Studies for the World Development Report 2012, and presented a gender report for the held in Oslo in October 2011.</span></p>
<p><span lang="EN-GB">At the High-Level Energy for All Conference, Norway repeated its commitment to work through its foreign policy and development activities to empower women in the energy sector, and sought partners who see the benefits of a gender-responsive approach to financing energy access for all. </span>&nbsp;</p>

			<title>Mainstreaming gender in the environment and energy portfolio of UNDP Cambodia.</title>

			<content:encoded><![CDATA[<p>ENERGIA supported UNDP Cambodia in mainstreaming gender concerns in UNDP’s environment and energy (E&amp;E) portfolio. The project took place between October 2010 and October 2011 with a total of 7 UNDP Cambodia E&amp;E projects taking part in the initiative. The main activities included an inception mission; development of a common gender analysis framework; review of project documents; missions with the projects; a workshop on gender mainstreaming for all participating projects; development </p>
<p>of Gender Acton Plans (GAPs) by each project; and implementation of GAPs. </p>
<p>Key objectives:</p><ul><li>To raise awareness and build skills of the staff on how to incorporate gender concerns in energy and environment projects of UNDP CO.</li><li>To enable E&amp;E projects to apply a gender analysis framework developed to identify opportunities and gaps pertaining to gender concerns in the project</li><li>Support the staff in preparing and finalizing GAPs for each project</li><li>Support project staff during the implementation of the identified gender strategies and actions.</li></ul><p>Preliminary results:</p><ul><li>The preparation and adoption of Gender Action Plans that include actions to increase energy access and its benefits for women’s welfare, income generation and empowerment; involve women in the operation, installation and maintenance of energy technologies; and ensure women’s participation in project activities.</li><li>Establishment of the institutional capacity and project planning frameworks for carrying out gender mainstreaming in these and future project activities. </li></ul><p>Lessons learned:</p><ul><li>Introduce gender mainstreaming in the design phase, and appoint a gender focal person to support the implementation process.</li><li>Selection of projects for gender mainstreaming must be guided by a commitment of management to the process, the provision of resources, and a commitment to implement the Gender Action Plan developed by the activity.</li><li>There is a need to contextualize support to individual projects, and cater to the specific needs of each participating project, which is often very different.</li><li>It is necessary to reconcile the different expectations that stakeholders have from the gender mainstreaming. </li><li>A strategy that involves government stakeholders throughout the process works well. </li></ul><p><b>For more information read the following reports. </b></p>
